I am trying to buy a foreclosed property from a bank through an all-cash offer. The city might place a cloud on it. Will they be able to transfer title with a cloud on title?

Title can always be transferred with a "cloud" on it. Without knowing what the "cloud" is, however, I can't tell you what the effect would be on you of accepting title with a "cloud" on it. It also may not be insurable by any title insurance company with the "cloud," and taking uninsured title is a really big risk.

I agree with Mr. McCormick. The "cloud" doesn't prevent transfer. It just means that whoever the property gets transferred to takes subject to the "cloud."
