City vs. Property owner

I'll make this very short, We Purchased a new home in Stockton, Ca In Oct 1999 at which time and at present there was construction of new homes still in the process. The Curbing in front of my home at the time of inspection with the builder was holding water and creating a mold type moss which a person could slip on. They said they would have someone look at that and up to today 6-07-00 it is still the same. We talk again to the construction manager who told us to contact the city in which I did. They came out on 6/5/00 and informed me that it was the home owners responsibilities to fix or repair anything from my easement to the asphalt of the street leaving the city with no liabilitys. I had nothing to do with the building of the curbing or street and now I am stuck with this issue? Do I have any legal rights in this matter? Please inform me and who to contact for additional information since most of my neighbors have these same issues with this developer to include broken or cracked drive ways and no one doing anything to show satisfaction. Thank you

Yes you have rights you need to sue the people you contracted with to build the house or contact a real estate development attorney
