Legal Question in Real Estate Law in California

I am a co-owner of 10 acres of land, and we have been in the legal/county process of creating 2 mobile-home parks for the past 8 years. However in order to continue with our respective mobile home park development, we need to start the process of subdividing the land in half, which is something that the co-owners are not following through on. I am wondering what my rights are as a co-owner, how to legally continue with the subdivision, before the co-owner continues with his development of the mobile home park.
