how do you get a person to return a piece of property which you loaned to them in writing but they now refuse to return?

It depends on the writing and what it says about default. Typically, you would want to write them a formal letter explaining to them that they need to return the property. That is usually the most cost effective way of handling it. Your other option would be to sue the person in civil court (probably small claims).
