Legal Question in Real Estate Law in California

Does a propane company in which I have never had a contract with, have any legal right to charge me for propane that was already in the tank which was connected to the house that I purchased as a foreclosure and was sold to me 'as is' ?

Call them and tell them to get it off your property, it that's what you want. If you didn't order it, you shouldn't pay for it. If you want the tank and service, you should only be obligated to pay once you start using it. You're not responsible for the prior owner's bills.
