Does a property owners selling agent have the legal right to lower the asking price of the sellers property without getting authorization from the property owners first?

No. However, since the buyers write an offer and the sellers counter, the seller's agent's listing price doesn't really matter. You should review the terms of your listing agreement, however, it may give the agent that right. If not, I would say you probably have the right to terminate the listing agreement and get a better agent.
