i rent month to month and pay $850 now my land lord wants to raise my rent a 150 dollars i reside in los angeles california is there a limit on how much he can raised the rent

Only if you have a lease for a certai amount and time OR if you are in a rent control district - you have to find that out by contacting county - look on their webste. Yes, there is a base rent 4% annual increase limit, but there are exceptions. You should contact the LA Rent Stabilization Board for details.
