The following all assumes you don't have renot control in your community:

During the term of a lease, the lease itself will control how much, if at all, the rent can be increased.

If you don't have a lease, but are on a month-to-month deal, the landlord can increase the rent as much as he wants (or as much as market conditions will permit him to get away with!) provided adequate notice is given. Increases aggregating up to 10% require 30 days' prior notice. If the increases amount to more than 10%, 60 days' notice must be given to the tenant.

There may be other limitations. For example, if the real intent of the rent increase is to cause a retaliatory eviction, it is probably illegal.
