does the verifier of a complaint need to be physically located in California

No. A complaint may be unverified, or may be verified by a plaintiff located anywhere. The most usual "location in California" issue is with respect to whether California courts have jurisdiction over the parties and the subject matter, but these issues have little or nothing to do with where a verifying plaintiff is located.
