If you are the child or the parent, you also have grounds for a civil lawsuit against the perp, if you can prove it, and if the perp has any assets - so that it would be worthwhile spending the time and money to sue. Contact a local attorney.

The police only arrest people when they believe they have probable cause that a crime has been committed and the District Attorney only files criminal charges when they believe they can prove, beyond reasonable doubt, that the accused committed the crime.

If you have evidence to back up your claim, go to your local police department and ask to speak to the person in charge of sex crimes and present him or her with your evidence.
