In addition to other financial penalties, prison is a penalty. There are ways to avoid this.

Jail, if it can be shown that you intentionally failed to file and pay tax returns.
If you file, but don't pay, there are penalties that can be added to the amount owed and collected from sale of your assets. You will also have a lien against you on your credit report. Forget about ever buying a house.
