Legal Question in Traffic Law in California

CA Noise Abatement Laws pertaining to car stereos
I understand CA has a law to the effect that if a police officer can hear a car stereo outside of a persons vehicle, they have the right to detain the individual until a special unit arrives and removes the stereo from the vehicle. The owner is then fined. How would one go about getting a similar law in effect in the state of Washington? Road rage is an increasing problem in our area. In my opinion, bass levels of todays music and a general lack of consideration of our fellow human beings contribute significantly to the problem.

you can write the law yourself. you just need to have the state legislature pass the law and have the governor sign it.
