Legal Question in Traffic Law in California

Our daughter made a right turn while going through a red light without stopping in LA County. The video clearly shows that the light was red before her car ever came into view of the camera. She was advised by a friend who is a CHP officer to ignore the ticket and not to show up at the assigned court date since everyone else is doing it and the violations aren't being enforced anyway. How good is this advice? Also, she thought the cameras were stopped because it can show people violating the law when they're not.

Some CITIES in LA county are not enforcing the tickets, like Los Angeles. there are harsh penalties from some courts or DMV if no response.

Some insurance companies threaten to raise rates if red-light camera tickets weren't paid, despite the court's policy. So there is not enough info to answer; where in Los Angeles County?
