Questions on police jurisdiction and discrepancy on the ticket

Ok, so im a college student on my way to school in stockton. I pass a Tracy PD on the freeway at about 75 mph, if not slightly slower. were in the town of lathrop, still well inside lathrop city limits. About 15 mins later, after i was already in stockton for a few minutes past city limits, i see this cop comin up red and blues, at like 100 mph, i looked at my speed and was goin approx 77 so i get into the next lane over, and slow to 70. I thought there was an accident an she was goin to it. She got behind me and i pulled over. she said i had been goin 85. shed only been behind me for seconds, howd she know. Tracy is 20 miles s. of stockton. latrop is approx 2 mile n. of tracy. so figure she was a good 18 miles from town at least, on the freeway. I want to know if she can write me a ticket that far away. and then, she put that i was going 85 in french camp, in between lathrop and stockton. although, she was no where to been seen in french camp. i also have my friend who was with me. as we are both very observant, we saw no cop until the second she came into the fast lane with lites on. Im a law student, and this to me seems worth fighting, although my professor cant give legal advice, im doin my research
