''reckless driving'' & excessive force

My boyfriend and some friends were riding there street bikes on a rural street. My boyfriend ended up going by the CHP going over ''100'' mph. When he was passing the CHP officer, he jumps out in front of my b.f.s bike and tells him to stop. To avoid causing an accident, knowing he couldn't stop that quickley, with the CHP officer, he swerved and kept going because he didn't notice it was a CHP. After riding a little distance & reducing speed and passing th CHP, the officer got in his car & chased him. As soon as he realized it was a CHP he pulled over, shut his bike of and was taking his helmate off. By that time the CHP jumped out of his car with his gun drawn and slammed by b.f on the ground and detained him. Duing the detained time the CHP was cursing and telling my b.f how f*#$ing dumb he was for driving a ''POS'' bike and going fast on a ''POS'' bike. Also the CHP never clocked any speed for the record. We definitley want to put in a complaint against this CHP officer and want to know whatwe can do to help the situation out a little.

He should either be talking to an attorney or studying the book from Nolo Press "How to Fight Your Traffic Ticket". A complaint about the police officer's conduct can be made to the internal affairs office of the agency he is employed by.
