Statue of limitations for driving citations

What is the statue of limitations for a driving citation. I have old tickets that include, driving without a valid drivers lisc., expired reg. and no proof of ins. for a vehicle that I was not the registered owner. The Calif state franchise tax board has a hold on my drivers lisc. rather than the tickets going to warrart. These items are over 5 years old. Please advise.

there is no statute of limitations if warrants have been issued, if not, it is 1 year.
