Where is my money at?

hello,

my question is regarding my cousin. when he was young his mother passed away in an accident leaving him her insurance money. her live in boyfriend and father of his half sister, the boyfriend took custody of my cousin as his guardian. his mom passed away when he was 10 and now he is 24. his guardian / step-dad raised him for these years. at what age is my cousin entitled to the money his mom left him? when he was 18, his step-dad took him to a lawyer to have my cousin sign some papers. now at age 24 he has not recieved any of the his money. i and he feel that his step-dad is in some way trying to keep the money for himself. if so is there a way to use my cousin's money being that he is the legal guardian?

my cousin trusted his step-dad so he signed the papers when he was 18 not knowing what its effects would be. he does not remember who the lawyer was the prepared the papers he signed.

his real concern now is that he just recently got married and is expecting a son on the way. my cousin wants to know where he can go to find out where his money is, how much did he receive when he was 10 and how much he should have. how can we track down his money due to him without directly confronting his step-dad.
