Powers of an Executor of an estate

If a person has been awarded a certain amount of money in a will, and the will is uncontested, does the Executor of the Estate have any power to withold that money from the person it was awarded to, or is his job simply to administrate exactly as the will so states?

Just do what the will says, but he must get final approval from the court after all creditors have been paid.
