Legal Question in Workers Comp in California

no offer of modified work or voc rehab services

was determined eligible eight months ago for voc rehab services due to back injury sustained twenty three months ago during accident otj. by the way i was terminated while on wc due to business necessity which is a lie, but thats another story. a counselor arranged for and gave me voc aptitude assesment test and talked to me about a vocational school. this also happened eight months ago. i heard nothing for over three months until a different counselor called to ask if i knew there was a modified job available. never heard from them again until the hearing on my failure to participate in rehab. determination was that i failed to participate, so there go benefits. what am i missing here? i told hearing officer there was no job offer, they have no proof otherwise, so how can this be? help please.
