Late payment

I made a payment to participate in a farm income program late. They cashed my cheque and then informed me that I could not participate because my payment was after the specified due date. Do I have any recourse? They did not refund my fee. This is a Governement program.

You paid for something you did not get. You have recourse to the Court if you make a written demand for repayment and they refuse to pay.
