Is it a violation of copyright/other laws to make and or sell a back up copy of a video game?

I have heard that copyright law section 117 allows an individual to buy/own/posess a back up copy of a video game(example Playstation 2/Playstaion/Sega Dreamcast) as long as the indiviuals are in possession of the original game as well. Is this correct?

The original purchaser of a legitimate video game package is normally granted permission by purchase of the license to make a back-up copy for personal use in case of a crash or similar problem.

It is always a violation of copyright laws to sell an unlicensed copy of a protected work.
