defamation of character

I was a director of a child care center that participated in the CACFP (Child Adult Care Food Program). The owner of the center submitted all of the claims for payment. He committed fraud by claiming children that weren't attending the center or other reasons. The program is a non-profit program and he was making a profit. I went to work for another center and applied for the CACFP program. I received a letter that we could not participate because I was on the ''National Disqualified List'' because of the previous employer. I was recently terminated from the center because a year later, they now want to participate in the program. I will be on the list for 7 years unless the owner from the 1st center pays the money owed to them. This narrows my job opportunities because most centers participate in the food program for extra revenue. I have called and talked to people at the CACFP and they say that because I was the director I was a responsible party even though I did not submit the claims nor receive any of the money.
