a person in CA loans a person in CO money, what type of recourse does the person in CA have to collect on the loan

You would need to sue the person, likely in Colorado. The amount of the loan will determine what court you need to file in. If you have the loan in writing and have not filed a UCC-1, you might look into doing so, so your place in line is secured. Hope this helps.
