Child adoption

A Teen 16years old has been living with me for 14years but was not borin in the united states. I am a us resident can i adopt him?

Sure, BUT does this young person have any parents? Is she or he an orphan that you can make a ward of a court granting you custody? When are you going to take your citizenship test? The reason I ask is this: if this young person has parents, you must obtain their permission to adopt their child; and they must understand that they cannot obtain any immigration benefits through the child. On the other hand, if the child is an orphan, ad the child has been here since the age of 2, it is possible that the child may be able to obtain his or her lawful permanent residency with a special juvenile petition.
