a foreign government requiring an american citizen

Can an american citizen, inside the USA, be supined by a foreign official, or force, to appear inside a foreing consulate in the USA to give testimony?

Generally, yes. The US and most other countries have signed a UN convention relating to the taking of evidence in each others' countries. Certain formalities must be complied with but if they are, the consular summons has the same effect as a subpoena.
