Obtaining a Restraining Order

A woman I know in Conn was raped. She pressed charges against the man, but he was offered a plea-bragain and thus excaped jailtime. Recently, she ran into him, and he made her feel very uncomfortable and intimidated.

I have suggested sending a certified letter to him (copying the DA) where she states that this is harassing behavior (even to spelling out specific behavior, i.e. making eye contact, coming up to her, waiting in the same area she is, etc.) and if he does it again, she will take out a restraining order against him.

My questions are these: 1) Does it help her case to send the letter, thereby giving him a chance to change his behavior? 2) Will she have to appear in court with counsel to obtain the restraining order, or can the DA do it? 3) Because of the prior incident, does the DA have any other options to solve this problem.

Another factor is that this is a small community, and they may run into one another on occasion. She understands that, but wants him to make a better effort to stay away from her.
