Legal Question in Family Law in Connecticut

I need help. My sister's ex-boyfriend wants to take her to court for rights to their newborn baby. He is bipolar and he does things without thinking them through. He isn't to be trusted alone with the baby. He wants to get married to this other woman and my sister doesn't want him taking the baby anywhere without her there. I was wondering what it is she could do to make sure that she is there during the times spent with their daughter? I need help fast, because he is threatening that there is nothing she can do about this and he is going to take the baby everywhere that he wants. He is known for going to bad people's houses and doing drugs. My sister even has pictures of him doing drugs. What can we do?

Because it's a newborn baby, there is a compelling case to have visitation arrangements that are somewhat particular and restrictive. He should also be paying child support, which she should file for as soon as possible.
