Legal Question in Civil Litigation in Connecticut

Question about privacy

Today, my mother went into the town clerk's office to pay her car taxes, and when she got home, she said they told her all about the back taxes I owe and whatnot. I was under the impression that debt collectors could only discuss debts with the person who owes them. Is this considered an invasion of my privacy? Thank you.
