Many qs. regarding a bounced check

In Oct. 2006 my tenant wrote me a check from her boyfriends check book and signed her name. The check was returned to me with insufficient funds and the bank acct. was closed. I called the tenant and she refuses to pay the amount of the bounced check. She said she had her boyfriend close the account. I filed an arrest warrant with the police. The prosecturer said it was a civil matter not a criminal matter. Isn't it illegal to write a check knowing that you don't have the funds to support it? Is there a way to over turn the prosecutors decision? What is the difference between civil & criminal matter? Are there lawyers that only charge if you win a case, if so how do I find one? Is there a way to report her to a credit bureau that she bounces checks? If I live in PA and the tenant lives in CT, do I hire a lawyer from PA or CT? Thanks Kim

Your question involves alot of issues and cannot be answered in a single email. It would be smarter to hire a lawyer in CT rather than in PA.
