Legal Question in Wills and Trusts in Connecticut

I want to change my sons last name (which is my maidan last name) to my married last name and the biological father is not in agreement. He lives in CA and does not see his son but pays child support. I when to court and its still open but they are not going to do it unless the father agrees. I dont get it he doesnt raise him or see him ever but gets a say? What should I do?
