Legal Question in Employment Law in Delaware

Hi, my name is lorie. i want to know that when i file my claim against a company for phone harassment should i file in court of common pleas or justice of the peace? the investigator in the fraud, subpoena, and annoyance call center of my phone company told me they show several calls and this has been going on from last year. the reason why things were never resolved is because my previous attorney failed to get the subpoena for my phone company to release my phone records. like they said phone harassment is not allowed by anyone under the fca laws. also, should it matter if this company is a former employer?

How would you quantify your damages? JP Court has a lower limit than Common Pleas however it is more user friendly for a pro se party.
