Legal Question in Medical Leave in District of Columbia

Can my Federal Employer denied LWOP if I don't have any annual or sick leave. I have been out of work since 01-18-2008. I used all of my FMLA it doesn't start until June. I have medical certificate stating that I was incapacitaed. during this period.

Yes, I suspect that they can, but you might want to double check with OPM
or your agency's union representive, if you happen to have such.
