Humanitarian Waiver for U.S. Immigration for Siblings of Naturalized Citizens

My wife is a naturalized U.S. citizen from Colombia. We recently tried to petition for residency for her 18 year autisic brother. The petition was not accepted as there is a waiting list of at least 11 years for siblings of U.S. citizens residing in Colombia. Is there a provision for a humanitarian waiver so that we may eventually take charge of his care and well-being? My wife's parents are immediately eligible for a Resident Visa. Woudl the issuance of a Visa to them effect the eligibility of their autistic son or shorten the waiting period?

Dear Sir, unfortunately, I am afraid that there is not much that you and your wife can do to sponsor your wife's brother, the waiting list is really long. However, your in-laws can sponsor their own child once they become permanent residents. It is not necessary for them to become citizens, so the waiting is not very long.
