Legal Question in Immigration Law in District of Columbia

I-751 - Interview 216.4

I have just read found out that the ''director of the regional service center must either waive the interview or arrange for an interview within 90 days of the date on which the petition was properly filed'' (216.4(b)(1)

So if we've filed half of a year ago and got nothing but a NOA extending the green card for another year, there is no need for an interview for us, is it? Thank you for your answer!
