Utility Bill

For the past 12 years I have been paying the water bill to my place of residence, however last month a notice was put on the back of the bill stating that the city would estimate the bill every other month because they don't have the money to pay a meter reader to check the actual usage every month - is this legal - what rights do ciitzens have to an actual bill??
