Legal Question in Credit and Debt Law in Florida

I have a home Equity Loan with 5/3 bank and there is a fee in my statement that I do not know what it is for? I have called their customer Service many times and they told me different answers. I have gone to one of their branch and the branch manager said she will research it and get back with me. She never did. I have written a leter to the Sernior VP but he never called me back instead the manager of cutomer service called me and told me that I just need to pay the fee on my account and she said she will not send me an explanation of the fee in writing nor let me speak to the Senior VP. What is my next step. The fee is only $63.00 and I will not mind paying it if I receive an explanation from the bank in writing.

Please advise. Thank you
