Payments on bill always made, but new management has turned me over to collectio

For 5 years I have been a client a local veterinary hospital. Sometimes my bill is paid in full and sometimes I make sporadic payments as I am able. I have never been told this was a problem, nor I have I ever been charged interest. New management has turned me over to collection with no notification or reason. I contacted the collection agency but they threatened me with a report to the credit bureau and slammed the phone down on me. I am quite shocked by all of this. I have always made payments. Is this legal?
