phone calls from a bill collector

what is considered harrassment as far as no. of phone calls in one day and what can i do to stop them ?

There is no set number but you can write to the collector and advise them not to contact you. You can also tell the collector to contact your attorney (if you have one) and then the collector cannot disturb you at all. Any violation of the Act is punishable by a fine of up to $1,000.00.
