Legal Question in DUI Law in Florida

Irecieved a DUI GA 2001 and another in IL in 2004. I completed everything for IL who then refused to issue me a DL because my DL was with GA at time of incident. So I moved to GA and completed everything they required of me for my DL. 2008 I moved To FL and went to DMV to get my DL changed to FL. They informed me that IL had again susspended my DL. I contacted IL who refused to tell me why without applying for a OUT OF STATE HEARING packet. Which I did. They wrote me back and informed me I was Alchol dependent and since I had a beer on July the 4th they would not evaluate me until I was absident for 12 months. How can two states jerk me around for 5 years on the same offence. I have a current DL with GA but would like to clear up the matter completely. Surely there is a law protecting people against the Gov or States punnishing someone mulitable times for one offence. I really need legal help.

You probably should contact an attorney in Illinois, since that seems to be where the problem stems from.
