Back child support

my husband owes back child support, and has surrendered all legal rights to his son, we would like to know what we have to do to pettion for the back support to be erased

Child Support can not be waived because it is the right of the child, not of the parent. Your husband owes child support and should pay that support unless someone else has adopted your son.
