Legal Question in Family Law in Florida

Are dad passed. Our mom has been declared incapacitated, in a nursing home and on Medicaid. She has assets under $100,000.00. So it is my understanding that we can't get power of attorney, only guardianship. does the state of Florida pay for this? Also are there any alternatives other than guardianship? Thank you.
