Legal Question in Family Law in Florida

Hello. My exhusband has neglected to make a child support payment since 2/11. He subsequently had his licsense suspended & later, had a "writ" for arrest for non-payment. He lives in a different county & stays off the radar as far as working under the table & avoiding having an address on file. I was recently told by the Florida Dept. of Revenue child support division that the case was recently

closed because they have not been able to enforce it. How can this be???! The child is still a minor (10yrs old)! From my understanding the parent ordered to pay child support would do so until that child reaches legal age or graduates high school. So this poses another question, will all of the back support he owes from 2/11 (he was already well behind at that time also) & the "writ" be null & void? Are they & can they just let him "off the hook", so to speak? I am honestly baffled by the fact that the state of Fl would do this. Any answers are greatly appreciated!
