Underage marriage and pregnancy

What can I do about a 17 year old who is pregnant, not in school, not working, living at home whose mother is still receiving child support. Can she get married without parental permission? Can she still lose her Drivers License? Can she move in with the baby's father without her mother being able to stop her? Should child support still be paid(the 17 years olds father is still paying)? What rights does the babys father have and what can he do about custody? She lives on the other coast and is refusing to move at this time. He wants to be in their life and take care of his child. What does the father of the 17 year old have rights to do? What is the law on medicaid and wic? If she receives it who will be held resposible if anyone financially for that assistance? The babys father is 19 years old and is able to support the mother and baby. Thank you for all your help!

Once paternity is established he certainly can pursue visitation, custody, support, marriage etc.
