wife full custody, ex will not pay for transport back to mother, kidnapping?

here is the senario:

my wife received full custody of both her children during her divorce. her ex picked up the children for a vacation. he lives in ky and now won't bring them back or pay for their transportation back to fl. he says my wife can get her kids back by either paying for an airline ticket or picking them up by car. if she does not do that he is keeping them with him.

my questions:

1) can he do that since she has full custody?,

2) is he responsible for their return to fl?,

3) can she keep her ex from seeing them again until they indicate they want to see him?

Although I would have to read the court divorce decree since he picked them up I am sure he would be responsible for bringing them back. Once they are back with the mother she should ask the court to modify the decree to require him to visit in Florida.
