City Ordinance to Lock Doors & Windows

Is it constitutional for a municipality to

require homeowners to lock doors and

windows when away from home? I

realize it is a good practice, but I don't

need big brother overlording me (and

giving me a citation).

Sounds suspicious, but one thing is for sure -- it would be cheaper to lock your doors (which is smart, after all) than it would be to spend the money to mount a constitutional challenge to the ordinance.
