Copyright on a Photograph

My daughter (Who runs a photography business) took pictures of her neighbors dog that had 20 puppies. She provided one of them to the local newspaper with her by line published under it. Today Time Magazine contacted her neighbor and asked to publish a story about the puppies, when asked if they needed pictures, they told her that they had already gotten them off the internet. My daughter is the only one who has taken any photographs and has only provided them to the one news paper and a local TV station. Can they do this without her permission?

Probably not, but it would depend on the conditions under which she provided the photos to the paper.
