Are there any legal penalties for a lawyer who knowingly files false claims, in a Circuit Court, in a lawsuit brought by him on his own behalf?

Sure, the ultimate penalty would be that he loses his Bar license.

Yes. The Court can award sanctions. You can file a Section 57.105 Motion in order to attempt to have the lawyer drop the frivolous claims.
