Title of Car in ex-wife name alone

My wife I got a divorce over three years ago. She gave me her 2000 toyota and said if I took over the payments and insurance, when the car was paid for she would sign the title over to me. I paid the car note and insurance each month and have all the receipts for each month for three years. Now the car is paid for, she does not want to sign the title over to me. She said she is going to sell the car, and I am just out of luck.
