Legal Question in Employment Law in Florida

I resigned from my Retail Store Manager position at a Dealer company affiliated with AT&T on July 8th 2011. They owed me the month of May and June commission which has not been payed. I never signed any document stating that they can withhold my commission wether they fire me or i resign. I tried contacting them several times by phone and never got anywhere. Finally i decided to show up at their office to get answers. I asked them when will they be paying me what they owe me the Administrative assisttant said they he will ask the owner and that he the administrative assistant would send me an email stating wether the owner was going to pay me or not and that if the owner said no he would also give me the reason why he was not going to pay me. Well i recieved an email the same day from the administrative assistant stating the the owner was not going to pay me due to not giving them a proper 2 weeks notice of my resignation. My question is, does he have the right to withold my commision for tht reason and if not what should I do?
