Legal Question in Employment Law in Florida

I work for the county, and accrue sick hours each month. In May, I was diagnosed with an illness that causes migraines, but no more than twice a month. I only use my sick hours for partial days when I have headaches and other symptoms on the illness. In the past 5 months, I have used a total of 4.75 days of sick time, and still have more accrual in reserve. In this same time period, my productivity has increased, and is well documented. Now my manager says that I meed to "get it together" and get my sick time pre approved. Can he discriminate against me for using the time that I accrue when I have a doctor"s note to support my absence?
